miscellaneous-iconThe developers of River Run are looking at extending the asphalt trail from its end on the hill to either the entrance to the apartments or to Fort George Wright Drive and this could be done this year. They are also looking at the cracks in the trail to repair them. The city of Spokane requires noxious weeds to be controlled on the River Run property yearly. A weed exterminator has been hired to spray noxious weeds around the site and also to spray the weeds on the sides of the trail. This has recently been done, but if you have questions, please contact Tim Murphy.

The apartment residents are told they don’t have access to our parks and trails. The owners of the apartments have also created a “dog park” and provided “doggy stations” on their site.

There is a vacancy on the West Hills Neighborhood Council for a representative from the River Run Neighborhood. Community development funds are distributed through this entity. If you want to be an advocate for our neighborhood, please contact Freda Zimmerman and she will be able to give you details.

ARCHITECTURAL & CC&R COMPLIANCE COMMITTEE

imagesThis committee is composed of Tim Murphy, Ed Murphy, Dan Maguire, and Freda Zimmerman. They should be contacted for any guidance/approval regarding new structures, landscape changes for front or back yards (especially if they may have an effect on a neighbor’s view) or other issues that may arise.

CROQUET TOURNAMENT

300px-Croquet_pictogram.svgOne of our residents intends to sponsor a benefit croquet tournament on the large green space in the Fall. The date is September 26 from 10 a.m. to 6 p.m. The board has discussed this at length and decided to approve it subject to several stipulations. You will see flyers posted and all residents are welcome to attend and/or play. This is uncharted territory, so this first event will be only a trial. If it goes smoothly, we may allow more events of this type.

Clarification of River Run Dog/Leash Policy

4880,1177726282,3The current board has amended the CC&Rs to allow owners to unleash their dogs on our trails and parks. It is important to remember that our streets are still governed by the City of Spokane and require leashes and waste pickup. Note that on the trails, you still must have a leash available and your dog must be trained to respond to voice control. Thanks to all the dog owners who utilize the waste stations!

Due to the recent inquiries about the dues increase and the operations of the new board, we have compiled this list of FAQ’s for your reference. You may read it in full here, or download it as a pdf by clicking here.  Of course, you may still contact anyone on the board for additional information.

The River Run Homeowner’s Association Board

Question:  Please provide more explanation for the dues increase from $400 to $475?

There are four primary reasons for the dues increase.

  1. Cash reserves are at unacceptably low levels to deal with any uncertainty and they need to be rebuilt to a more reasonable level.  The reserves dropped to $4,395 at December 15, 2014 from $19,499 at December 31, 2013. (The final 2014 actual expenditures will be posted to the River Run website shortly after December 31, 2014.)
  2. Watering costs increased substantially in 2014 primarily due to the HOA now being properly billed for the full amount of water used for the HOA’S parks and common areas.  Until July of 2013, one of the HOA’s water meters was being inappropriately billed to Life Center and they were paying for some of the park’s water.  This was going on since 2006.
  3. Costs to maintain and replace trees in the common areas are increasing as they grow.
  4. The combination of the higher expenses resulted in a forecast operating budget deficit of approximately $7,500 for 2015 if dues were not increased.

CCRs Amended To Provide Enforcement Procedure; Animal Restrictions; Cottages

11882bThe CC&Rs for River Run have been amended in three key areas that include additional property to be governed under the sub-association of River Run at Fort Wright Homeowners Association known as the “Cottages at River Run.” In addition, the Animal Restrictions subsection of the CC&Rs has been amended to provide additional rules that govern the keeping of animals by residents, and address, among other things ” . . . unreasonable noise or damage to person or property caused by any animals brought or kept upon the properties by an Owner.”  A warning and fine system has been implemented for recurring violations of the CC&Rs that include notice and tiered fines for non-compliance.

Exit I-90 using the Maple Street exit when traveling east or west.  Then travel north on Maple Street, turn left on to Second Avenue and continue west to Sunset Blvd (go past the Rosauers store and and bear right — DO NOT take the underpass).  Right on Goverment Way at the stop light, and travel about one and a half miles, pass the cemetaries, and turn right into development (just prior to W. Fort George Wright Drive). This is part of the Bloomsday route.

Nearby landmarks:  Spokane Falls Community College and Life Center Church.
